SCHOOL POLICY

1. Back Ground

1.1 Brief History

Lichen Community Primary School was built in 2004 and formally established in 2005 with one teacher and 34 students. It is located in Trashiyangtse Geog few Km above the old Dzong. The children are coming from 14 catchments villages and the School is connected with a road constructed by Bhutan Logging Corporation.

The School has an area enough for future expansion and the thran no. is under process.

1.2 Introduction

This policy document shall never come out as a final document for the policies and the contents of the handbook is liable to change as changes take place in the policies of education system. Based
on the yearly review of the activities and the policies of the department it will keep on changing.
But the Vision and the mission of the school shall remain as the guiding principles of this school.

Most of the policies contained in this handbook is geared towards creating a Learning Friendly
Environment in the school. Therefore this document will provide guidelines and directions to every individual involved in the organization of this school.

2. Aims and Purpose

GOALS AND OBJECTIVES

* To promote transparent, efficient, accountable and decentralized management system in the
    school.
* To promote a strategic planning system in the school.
* To provide wholesome education (through classroom teaching, Value education, cultural
   programme, physical education, Scouting, games and sports programme).
* Ensure children’s high academic achievement and success.

* The school will be given high priorities to the academic where children will be providing
   activities for reading, writing, speaking, listening, and reasoning.
* Instills knowledge, skills, values and attitudes in students.
* All the children must participate in co-curricular activities in their own able ways.
* Have developed a sense of belongingness and oneness.

3. School Management Board

The school management board is considered as the most important body in the management of the school and considered as one of the highest body in the system. The board has the Gup as the chairperson and the head of the school as the Secretary. There will be two board meetings held in a year, one in the beginning and the other towards the end of the year.

The school will have following members in the board.

         * Wanglo                                     1 Tshokpa
         * Zhadi                                         1 Tshokpa

Roles and responsibilities of the board

The board has the following role and responsibilities.

To the school

  • Provide vision of where the school envisions to be
  • Help the school to plan and carry out the development of the school and its maintenance
  • Mobilize human resources from the community whenever the school needs.
  • Approve the school plan programmes and monitor the implementation.
  • Assist in running major school events.

To the community

  • Be a link between the school and the community.
  • Educate the community in the shared responsibilities in educating their children.
  • Involve the community in the development and maintenance of the school.

To the Authority

  • Provide feedback on plans and programmes of the school.
  • Estimate budget for long and short term plans.

Remainders:-

The individual member of the SMB is expected to not to interfere or take any role in the daily school’s Administration. However, they may bring the issues for deliberations during the biannual meetings.

4. Management system

The head of the school shall remain as the overall manager of the school who will act as the facilitator and the guide. The school shall be run under the care of a “School Management
Team”. The SMT will be comprised of three senior teachers as the Secretaries of the three main committees chaired by the Head of the school.

The three committees are:
  1. Academic committee
  2. Non- academic committee
  3. Students support service committee.

The committee’s roles and responsibilities shall be to plan, implement, monitor and review all the areas of activities under their care. The review meeting will held end of every year. They must also resolve issues arising within their own areas.

Roles and Responsibilities of the SMT

  • Initiate development policies, plans and programmes for the school.
  • Decide and Resolve important issues and crisis.
  • Define roles/responsibilities for working committee.
  • Ensure proper implementation of the programme, monitor, support and evaluate them.
  • Disseminate information to the personal of the school.
  • Analyse staff development programme.
  • Do staff development job fairly.
  • Delegate jobs to different in charges.
  • The members will the secretaries of the three general committees.
  • Drafting School Calendar..
  • Time tabling.
  • School timing.

Remainders

All the school activities will have to have a strategic plan. The in charges and the committee
will present their successes and constraints faced during the process of conduction of the activities in the review meeting attended by the staff and representatives of the student body.
The activities will be reviewed in the review meeting organized once or twice a year or as and when necessary.


5. Students support Service

5.1.School Fees and contributions.

1. Token Fee:

A sum of Nu 5 will be collected from each child every year and will be deposited to the revenue sector of the Dzongkhag administration. The committee will have to maintain a proper record of the collection and the deposits.

2. School Development Fund.

A sum of Nu 30 will be collected from each child for the development of the school and it is not a school fee. The SDF Committee will manage this fund by appointing an in charge. The
Committee will approve and verify the bill while the in charge maintains proper record.
     
Remember all the above fee collection and contributions are liable to be audited by the authority.

Utilization of the SDF

It will be utilized:
  • To buy prize for school activities.
  • For the refreshment for extra-curricular activities.
  • For minor maintenance.
     *     To buy important and necessary items for the school that is not eligible to be budgeted at  
            the Dzongkhag level.

Procedure of utilization of SDF

The in charge of various programmes will complete the budget projection and submitted to the committee who in turn will verified and approve. The committee verified the bills and the SDF
in charge enter in the stock register and issue to the programme in charge. A review of the SDF
management and expenditure will be done in the annual review meeting.


Roles and responsibilities of the SDF in charge

  • Maintain School Development Fund register.
  • Maintain record of the SDF expenditure.
  • Maintain the minutes of SDF meeting.

Roles and responsibilities of the SDF Committee

  • Develop SDF policy.
  • Verify the budget projection submitted by various committee and in charge.
  • Verify SDF Cashbook.
  • Verify cash memos.
  • Counter signs the SDF reports.



5.2. Library Management

The SSS committee will look after the facilities of the school. The school will make sure that a period in a week is allotted to each class to instill the values of reading in students. The over all responsibilities is bestowed on to the librarian in charge whilst the important decision are taken care by the library committee.

Some point for the management

  • The Library in charge will operate.
  • It will be opened during the school hours and on Saturday afternoon.
  • It will be verified twice a year.
  • The library in charge will be accountable for any lose  and damage of the books and documents.


Roles and responsibilities of  Library Committee

  • Develop library policy.
  • Requisite and procure library books.
  • Decide the cases of over due damage and lose.


5.3. Store Management

1. Textbooks

The textbooks are expected to last a minimum period of three years. The store in charge will have to maintain proper record of the quality of books issued for the individual teacher and the student. The user must compensate for the lost and damaged books. The collected money will go the government revenue.

Textbook issue procedure

Textbooks must be received and issued in a system that both parties are accountable.
  • The class teacher fills up the requisition for his class.
  • The store in charge issues the books to the class teacher in set.
  • The class teacher issues the books to the students with a proper record of quality and the year it was use to put.
  • By the end of the year, the class teacher collects the books based on the issue record.
  • The class teacher further submits the books to the store in charge verifying the issue record.
  • The store in charge must be answerable to audits for all the textbooks.

2. Stationary

The materials required for teaching and learning will be issued towards the end of the day. The store in charge will issue based on the stock balance and consult the head in case the stock is on

the verge of exhaustion. The renewable and returnable stationary must be returned to the store. The in charge is accountable and of course auditable for issues related to stationary. The unreturned stationeries must be compensated. The SSS will go through the update of the stock at the end of each year.


5.4. Estate and Property management

School properties are our property and it is our responsibility to take care of it.

1. User Education

The class teachers shall provide user education for the students in their class for the following:
  • Care of text books
  • Care of  notebooks
  • Care of furniture in the class
  • Care of other materials under their care
  • Care of their own personal items
  • Care of others’ belongings.

They shall accordingly be held responsible on the absence of positive indicator of the above for their own area of jurisdiction.

2. The School Land

The SSS are responsible to take care and use of the land. It must remain safe and tidy through out the year through the social work policy of the school. It will remain as a well fenced area where no public animals will be allowed to trespass into the area. The four houses shall use the allotted area for the vegetable and flower gardens.

The school shall use grass, leaves and poles from this area for the school requirement. No private people are to cut trees in the area.

Remainders:

The school has no Tharm No. It is under process. Land demarcation and registration has to be done. Develop master plan for it uses and plan for future expansions will be look after by the members of SMB and the SSS.

3. School Buildings

The SSS committee shall plan the uses of school buildings.

Some points for the management

  • Locate buildings as per the master layout design.
  • Reserve space for playground, gardening and outdoor activities.
  • Develop the policy for maintaining the buildings and campus.
  • Prepare an annual maintenance budget with justification.
  • Plan the maintenance works and implement them with timely monitoring and review.
  • Use rooms with adequate light as class rooms, least disturbance as library, over view of the campus as office and room prone to disturbances as resource room.

4. Furniture

School furniture is taken care by the furniture in charge of the school. The in charge shall distribute the furniture to the classes and other rooms based on the need and the availability. The class teacher and the in charges must take proper care of the furniture under their jurisdiction. If ever any extra furniture exists the staff of the school might borrow on the condition that they must unconditionally return when the school authority asks them to. The furniture in charge shall develop a school furniture user policy guideline for using and reinforce the user education principles and practices.


5. Library

Depends upon the size of the school and the teachers the library will look after by the committee or the teacher librarian. Roles of the librarian are:
  • Develop a school library policy guideline for procurement, management, monitor and activities to encourage reading.
  • Reinforce the user education principles and practices.


6. Classrooms

To ensure clean and healthy atmosphere of the classrooms conducive for teaching and learning shall be the responsibilities of the class teacher and his or her efficiency can be judged by the efficient management of the classroom and its decorations. Class captain shall help to keep the classroom clean and tidy.


7. The School Office.

The Principal of the school is responsible to manage the office and personally supervise the maintenance of the office. The administration office and the staff room for the teacher may be

managed in similar manner to ensure a healthy environment for staff to work without difficulty in provide a sense of pride working in such room. It may involve:
  • Arrangement of file racks, books shelves, tables, chairs, portraits and alter.
  • Interior decorations to add aesthetic appeal and grandeur.
  • Display of school vision, mission and goals statement

School caretaker shall help to keep the office clean.
.


8. Games’ equipments

A game in charge of the school is responsible for the games and sports activities in the school. The school will help students the best use of the facilities having in the school. Roles of the in charge:
* Develop the school games and sports policy guidelines for using equipments and activities.
* Monitor and reinforce the user education principles and practices.
* Teach students the rules and the regulations of the games and sports.
* Create an atmosphere that is safe and enjoyable to playing with expected behavior codes in the field both outdoor and indoor activities.



9. School Laboratories.

The school laboratories shall be looked after by the in charge who will be delegated to the science teacher. Incase of no in charge the school management needs to advise and monitor the use of the lab facilities.

Roles of in charge:

  • Enforce a code of conduct in the lab to instill safety habits and avoid injuries and health hazards.
  • Take safety measures in the labs.
  • Store chemicals and equipments properly.
  • Clean labs regularly.

5.5. Support Services for the students and teachers

The school will provide the following support services with the aim to help students.

1. Remedial Classes

The slow learners take longer time and require more information to understand something better but not that they are not going to learn things at all. So to make our teaching fair teachers could conduct remedial class for the needy students. The remedial classes taken by any teacher will be regarded as a personal initiate and receive a positive point in your overall performance ratings. The teacher, therefore, must conduct remedial class whenever necessary.


2. Counseling

The counseling services will be available to the needy students. The teachers and students will find out students who need counseling services and report to the school counselor. The school counselor will provide counseling to the same.


3. Value Education

To offer some formal education on values the teachers will be given the topics. The concern teachers will have to prepare an action plan for value education that he or she would in the class.
A period of value education will be allotted in the timetable. Values are not to be tested and marked but to be developed and instilled in our students. So, it must be a continuous process and a long term mission.


4. Health and Sanitation

For the active participation in the teaching and learning process it is very necessary to keep ourselves healthy and surrounding clean. One key strategy to maintain cleanliness is to dispose the rubbish in the proper place and by not throwing everywhere.

The following steps will be taken by the school to keep the school all the time clean and tidy.

  • The school campus will be divided into many areas and give them to the different houses. The houses will take care of their own areas. The house master should monitor it.
  • The classrooms will look after by the classes and the class teachers will monitor the areas’ cleanliness, as they are accountable.
